Fire Officer II - NFPA 1021
Full Description
This is the only Fire Officer II program in Ohio which allows students to receive both National Fire Academy and International Fire Service Accreditation Congress (IFSAC) certification. This course is for fire officers in leadership roles for their departments and is designed to meet or exceed NFPA 1021, Standards of Professional Qualifications for Fire Officer II. It expands on management techniques learned in Fire Officer I and focuses on public education and community relations, budget preparation and requests, legal responsibilities, time management,handling conflicts in the fire service, dealing with various media agencies, crew resource management and emergency operations management.

This course is part of the ‘Flipped Classroom’ model, which requires reading and studying new material prior to on-campus class time. For more information on the course style and
expectations, see Page 8 of the 2019 Course Catalog. Evaluations of student performance will
be conducted throughout the course, as well as with a final exam.

Per NFPA 1021 Chapter 5.1 General: For qualification at Level II, the Fire Officer I shall meet the job performance requirements defined in Sections 5.2 through 5.7 of this standard. A.5.1.1 Other prerequisite knowledge can include an understanding of negligent hiring, negligent supervision, negligent retention; respondeat superior; understanding of tort claims acts, sovereign immunity, statutory immunity, special duty, public duty; and knowledge of OSHA standards and citations and strategies for compliance with OSHA documentation requirements.

Prerequisites
Fire Chief Attestation for volunteer firefighter support grant
Documentation demonstrating ProBoard or IFSAC certification in Fire Instructor I; or successful completion of NFPA 1041, 2012 edition, Chapter 4: Competencies for Instructor I.
Documentation demonstrating ProBoard or IFSAC certification in Fire Officer I; or successful completion of NFPA 1021, 2013 edition, Chapter 4: Competencies for Fire Officer I.
Documentation demonstrating ProBoard or IFSAC certification in Fire Fighter II; or successful completion of NFPA 1001, 2013 edition, Chapter 6: Competencies for Fire Fighter II, or NFPA 1001, 2019 edition, Chapter 5: Competencies for Fire Fighter II.
I acknowledge and understand that all prerequisites must be satisfied at time of registration and I will not request any waivers unless previously approved in writing by the course coordinator.

Volunteer Support Grant Program

I am a Volunteer Firefighter for purposes of Volunteer Support Grant Program if both of the following apply to you:

1. You are affiliated with or are endorsed by an Ohio volunteer fire department, a fire department of a political subdivision or fire district of this state, or a private volunteer company, as a firefighter;
and
2. You are NOT eligible or will NOT be eligible to be a member of the Ohio Police and Fire Pension Fund.

If you commenced work as a firefighter prior to November 8, 1990, please email the OFA at ofaweb@com.state.oh.us so that the OFA can assist in determining status.

Students must bring laptops or tablets with WiFi access to class. This is an intensive competency-based program  that includes pre-course and evening assignments. Evaluations of student performance will be conducted throughout the course, including skills testing and a comprehensive course final covering all Fire Officer II objectives. Students must purchase Fire Officer Principles and Practice, Enhanced Third Edition, with Navigate 2 Premier Access textbook, Published by Jones and Bartlett (ISBN: 9781284070439). Students should have the textbook in hand  as soon as practical in order to access the pre-course assignments online. Contact the course coordinator at the Academy if you are having any difficulty accessing the course in Navigate.
